{"id":96097,"date":"2024-04-11T13:32:15","date_gmt":"2024-04-11T13:32:15","guid":{"rendered":"https:\/\/www.thelandmark.com\/?p=96097"},"modified":"2024-04-11T13:32:15","modified_gmt":"2024-04-11T13:32:15","slug":"two-exclusion-votes-could-fund-holden-projects","status":"publish","type":"post","link":"https:\/\/devcherryroad.com\/news2\/2024\/04\/11\/two-exclusion-votes-could-fund-holden-projects\/","title":{"rendered":"Two exclusion votes could fund Holden projects"},"content":{"rendered":"<div class=\"byline\"><em>By Ken Cleveland<\/em><br \/>\n<em>Landmark Correspondent<\/em><\/div>\n<p>HOLDEN \u2014 As work to close a $1.1 million gap in the town\u2019s fiscal 2025 budget continues, the Board of Selectmen put articles on the town meeting warrant and town election ballot for exclusions from Proposition 2\u00bd limits.<\/p>\n<p>The one-year, $670,000 exclusion would fund a number of projects, while a $2.2 million debt exclusion borrowing is proposed to borrow additional funds for the Dawson athletic fields at 18 Industrial Drive.<\/p>\n<p>If the first article passes at the May 13 town election, the funds would be used for five projects, as long as the measure appropriates the funds at town meeting on May 20.<\/p>\n<p>\u201cIt is a one-time exclusion of capital items from the levy limit for the next fiscal year,\u201d Town Counsel Stephen Madaus said.<\/p>\n<p>The projects are: $200,000 to design and construct a permanent connection between the Dawson School building and modular units; $220,000 for installing security measures at all town school buildings; $100,000 for repairs at Holden elementary playgrounds; $100,000 toward design and construction to improve the parking lot at the Senior Center; and add $50,000 toward the new ambulance for the Fire Department.<\/p>\n<p>If the election measure fails, work on the modular connection could continue.<\/p>\n<p>\u201cHolden has the benefit of having the election before the town meeting,\u201d Madaus said, so voters \u201cwill know the election results at town meeting.\u201d<\/p>\n<p>If the ballot question fails, voters can skip the article requiring the exclusion funds, and a second article could be used for funding the school work, taking funds from the Stabilization Fund, he said.<\/p>\n<p>The second ballot question would allow an additional $2.2 million in borrowing for the athletic field project at 18 Industrial Drive.<\/p>\n<p>The funds are in addition to the $5 million voters had approved in 2022.<\/p>\n<p>Madaus explained that previously, when additional project costs were encountered the town could go back and borrow more. The ballot vote approves the borrowing but not the amount, which is controlled by town meeting.
