{"id":46958,"date":"2023-11-30T14:40:36","date_gmt":"2023-11-30T14:40:36","guid":{"rendered":"https:\/\/www.thelandmark.com\/?p=46958"},"modified":"2023-11-30T14:40:36","modified_gmt":"2023-11-30T14:40:36","slug":"paxton-passes-over-wrsd-article-funds-interim-administrator","status":"publish","type":"post","link":"https:\/\/devcherryroad.com\/news2\/2023\/11\/30\/paxton-passes-over-wrsd-article-funds-interim-administrator\/","title":{"rendered":"Paxton passes over WRSD article, funds interim administrator"},"content":{"rendered":"<div class=\"byline\"><em>By Ken Cleveland<\/em><br \/>\n<em>Landmark Correspondent<\/em><\/div>\n<p>PAXTON \u2014 The 11-article warrant for the Nov. 20 special town meeting was handled fairly quickly, helped by passing over several articles.<\/p>\n<p>Chief among the items to be discussed was the Wachusett Regional School District agreement between the five member towns, with a proposal to amend the weighted vote system used by the school committee.<\/p>\n<p>Paxton representative Scott Runstrum, who is also chair of the School Committee, said the committee recommended that the town meeting take no action on the article.<\/p>\n<p>Runstrum said that when the new plan, which reduced the size of the school committee, was adopted, Holden had six members, and the new plan was to increase Holden\u2019s share to seven members, weighing each proportionally. The system would bring votes closer to one weighted vote per member, with 17 total members.<\/p>\n<p>The change to the agreement requires four of the five member towns \u2014 Holden, Paxton, Princeton, Rutland and Sterling \u2014 to vote the change at town meetings.<\/p>\n<p>\u201cWe won\u2019t get four out of five in time\u201d for the spring town elections, Runstrom said. \u201cWe will likely bring it back to a future meeting, but for now are recommending no action.\u201d<\/p>\n<p>The item was passed over.<\/p>\n<p>Voters approved funding for an interim town administrator with Town Administrator Heather Munroe taking a two-month maternity leave, allocating $15,000 from the town\u2019s free cash.<\/p>\n<p>Select Board Chair Julia Pingitore said the need for an interim \u201ccomes at a time deep in the middle of the budget season.\u201d<\/p>\n<p>Given the timing, she said, \u201cIt\u2019s better to have someone to coordinate the budget.\u201d<\/p>\n<p>Munroe said the objective was \u201cto make sure everything keeps going for all of you.<\/p>\n<p>\u201cSome things we just don\u2019t plan in life,\u201d Munroe added. \u201cSmack dab in the middle of budget season was not my plan.\u201d<\/p>\n<p>An interim administrator would work an estimated 19 hours a week, Pingitore said.<\/p>\n<p>Voters also approved:<\/p>\n<p>\u2022 Paying a bill from last year from the Worcester Water Department;<\/p>\n<p>\u2022 Paying for the Public Safety generator repairs;<\/p>\n<p>\u2022 Replacing a DPW mower;<\/p>\n<p>\u2022 Adjusting the budget for the Water Enterprise;<\/p>\n<p>\u2022 Allowing a five-year contract for a postage machine;<\/p>\n<p>\u2022 Accepting Olivia Knoll as a public way; and<\/p>\n<p>\u2022 Creating a Town Building Rentals\/Leases revolving fund.<\/p>\n<p>The meeting passed over two other articles: a Cemetery Commission budget item and a transfer for election costs.<\/p>\n<p>The meeting was also an opportunity to recognize Rich Fenton for his contributions to the town as a volunteer.<\/p>\n<p>Pingitore noted Fenton had served on the Finance Committee for 22 years.<\/p>\n<p>\u201cHe captained that ship through many tempests through that time,\u201d Pingitore said.<\/p>\n<p>She also noted some of his other service to the town, including still serving on the Historical Commission and in the Lions Club. He had served on efforts from building committees to master plan and open space and recreation.<\/p>\n<p>\u201cIt is quite a record of service,\u201d Pingitore said, adding that was \u201cin no way an exhaustive list.\u201d<\/p>\n<p>\u201cThank you for this recognition,\u201d Fenton said.<\/p>\n<p>But, he added, \u201cIt is also important we recognize the hard work of the rest of the Finance Committee, and especially those who work in the town hall.
