The good news, as he told the Board of Selectmen, is that underground work is done.

The Main Street work is a state project, with a state contractor, which makes the town largely an observer. However, some areas, such as Boyden Road, are being worked on by the town.

Lukes also said that the road in front of Sunnyside Ford had a water main break. That has been fixed and paved over properly.

“The bumpy patching on Main Street will eventually be taken care of by the state contractor in the fall,” Lukes said.

In the spring, “All of Main Street is going to be done” from Shrewsbury Street to to Maple Road, he added.

Work has also been ongoing on Shrewsbury Street portions adding sidewalks, a project request that has recurred over the years, Lukes said. That should be completed in the next month or so.

That included street repaving, with all the work paid for by Complete Streets and Shared Streets programs, with $300,000 provided for sidewalks and paving. It will be complete by the end of the fall.

Lukes added that the “Western States” neighborhood work is wrapping up with paving, ending a project that began two years ago with water main replacements.

There could be more residents using those roads in the future. Lukes said that Phase 2 of the Jefferson Mill project has passed the appeal period.

Developers can move forward with renovation of the second building closest to the street, creating 70 new apartments and refurbishing an old mill building that had been vacant and an eyesore, he said.

Finishing phase one, the apartments “have a great look to them,” he said, and should be coming online to be rented by early to mid fall.

MBTA update

Lukes also updated the board on the MBTA Communities Program, which has the town in conflict with a state initiative.

“We are at a standstill at this point,” Lukes said of the town’s position to not comply with the provisions based on proximity to MBTA transportation lines.

“Legal action was filed, and we will be discussing legal strategy, which will both be aggressive and very thorough,” Lukes said. “The town’s case is very strong.”

He added that the state law “was written poorly, was interpreted poorly and now is being executed poorly.
